Why do most regal angels come in as adults?

I saw this little guy today and it got me thinking...

When it comes to emperor/ french/ queen angelfish etc you get a range of sizes. In seven years I've only seen 2 in juvenile colouration of regal angelfish so thought it was worth filming, I don't know if its the same in the US?
Surely its cheaper to ship over a small one compared to the usual 7-12 inch specimens I normally see...maybe they are harder to catch
